Resolve /token/{slug} via a cascade: full rendering → data-driven
risk-signal/NDD page → pending-rating minimal page → 404.

Audit FU-404-20260419-01 found 4,425 404s on /token/* in 7d driven
mainly by disabled tiers (T3/T5) and a handful of unknown slugs.
The cascade keeps known/monitored slugs on 2xx while still 404ing
obvious hallucinations, and wraps every render in try/except so a
bad row never 500s (historically /token/coinw did).
