`POST /api/v1/api-keys`

## Request

## Response `201`

発行（平文は一度だけ返る）

## Other responses

- `400`: リクエスト不正（code: validation_error）
- `401`: 未認証（code: unauthenticated）
- `403`: 権限不足（code: insufficient_scope / forbidden）
