Queue a privacy-scrubbed markdown export to the user's email.

Rate-limited to 1/day per user (domain-prefixed limiter key, #1564).
Both success and rate-limit denials are logged to `EventLog` as
`ActionType.DATA_EXPORT` so the admin dashboard surfaces abuse patterns
(repeated 429s from one user).
