Download Revise document in Microsoft Word format with proper strikethrough/tracked changes support.

Args:
    download_request: Contains publicId and isProduction flag
    background_tasks: FastAPI background tasks for cleanup
    
Returns:
    FileResponse with the generated Word document

  - `isProduction` boolean, nullable
