Per-account CPU/memory history against the plan's soft allocation.

``cpu_pct_of_limit`` is the bucket's average cores as a percentage of
the plan's soft CPU allocation (100% == the soft entitlement; may
exceed to the ``plans.CPU_BURST`` × 100% burst cap). ``current`` comes
from the in-memory latest-sample cache, falling back to the newest
bucket if the cache is cold.

The route only reads, so it runs on ``run_read_in_thread``. One
statement reads the user, and ``_resource_rows`` adds one more.
