Public, unauthenticated. Issues a Free-tier key immediately and
emails it -- never returned in the JSON response body, so it can't sit
in browser devtools/network logs. Guarded by a disposable-email check
(reusing services/disposable_email_domains.py, the same blocklist
already used for site registration) and a per-IP daily rate limit
(services/api_key_service.check_self_serve_signup_rate) so this can't
be scripted into unlimited free-key generation.
