Reuses api/feedback.py's existing `feedback` table (type=
"intelligence_early_access") rather than a new bespoke table -- same
insert-then-notify-admin shape that module already has, just a
different `type` value so admin.html can list these separately (see
GET /feedback/list's optional `type` filter).
