`POST /api/admin/video/upload-media`

Multipart upload -- `file` is the raw photo/video from the
admin's own computer, `frame_second` (optional, video only) is which
second to extract a still frame from (defaults to the video's
midpoint if omitted). Max sizes/duration and allowed extensions are
enforced inside save_media_upload() itself; a rejection there
becomes a 400 with the real reason, not a silent failure.
