Growth OS Phase 7 -- admin-panel status check: is GOOGLE_TTS_API_KEY
set, is ffmpeg present on this deploy, and metadata (status/duration/
slide count) for the most recent generation attempt (success or
failure), from services/video_engine_service.py's video_generation_log
table. Always returns a usable dict even on a fresh deploy with no
video ever generated.
