Growth OS Phase 6 -- toggle one referral reward amount (points
bonuses, Pro-grant days, or the Pro+ threshold) live, no redeploy.
`value` is a plain int query/body param (FastAPI accepts it as a
query param here, matching this file's existing convention for
simple scalar admin actions -- see issue_key()/mark_annual_pro()
above). Validated against the known key whitelist in
services/referral_service.py's set_config().
