- AddLicensesRequest
  - `quantity` integer, required: Number of licenses to add
  - `request_id` string: Optional client-supplied idempotency key for retry-safe license additions

Licenses added

- AddLicensesResponse
  - `message` string, required: Human-readable status for the license addition
  - `addition_id` string, required: Stable identifier of the created or existing LicenseAddition record; maps to LicenseAddition.AdditionID in billing settings
  - `request_id` string, required: Idempotency key used for the license addition; maps to LicenseAddition.RequestID in billing settings

## Other responses

- `400`: Invalid quantity or idempotency key
- `403`: Caller is not authorized or organization billing access is blocked
- `409`: Idempotency conflict, unsupported contract pricing, or organization license limit reached
- `500`: Billing service request failed
