`GET /sites/{site_id}/competitors/keywords`

Keyword overlap for a specific competitor.

``competitor_id`` can be either a SiteCompetitor link id or a
CompetitorPage id — we resolve the link id to the underlying
competitor_page_id so the frontend can pass whichever it has.
