`POST /admin/rank-checks/run`

## Request

Run the due rank checks (scheduler and local runner both call this).

Defaults to ``dry_run`` so a stray call costs nothing: it reports what it
WOULD check and why it skips the rest. ``force`` ignores the cadence and
plan gates for one named site — for a support request, not for a sweep.
