Move one stored asset to another workspace and/or attach it to another
page. A row change only — the stored bytes are never re-uploaded.

document_id implies its own workspace; passing workspace_id alone moves the
asset across and drops the attachment, since a page that stayed behind
cannot hold an asset that left. Needs edit rights on BOTH sides.
