Day-90 gate helper. live_transmitted counts successful POST /einvoice/send with mode=live and transmission.transmitted=true. Sandbox sends are listed separately and do not count toward the gate. On api.wsystem.dev counts are stored in Postgres and survive redeploys (see the durable field).
