Send a test event to a specific webhook endpoint.

SECURITY (H30): The test webhook fires a real HTTP POST to ep.url, so the
stored URL is re-validated against the SSRF allowlist immediately before
sending.  This guards against the (currently unreachable) case where a URL
bypasses ``update_endpoint``'s validator, and against changes in our
blocked-network list that may render a previously-OK URL unsafe.
