Create a new tag definition for the org.

``is_system`` is intentionally not settable from the API — system
definitions are reserved for future Verifa-shipped tags.

## Request body

- CreateTagDefinitionRequest: Body for ``POST /api/v1/tag-definitions``.
  - `name` string, required: Tag string as it appears on identities (e.g. 'Suspicious').
  - `description` string, nullable: Optional reviewer-facing tooltip text.
  - `color` 'blue' | 'gray' | 'green' | 'amber' | 'red' | 'purple' | 'pink': Palette token; the dashboard maps each token to a Tailwind class pair.
