List tag definitions for the calling organisation.

Active first, alphabetical by name. System-shipped definitions sort
to the top within each active/inactive group.

## Query parameters

- `include_inactive` boolean: When true, includes soft-deleted definitions (is_active=false). Useful for the settings page; the autocomplete + filter UIs should leave this as the default false.
