Issuing countries and subdivisions for the document-country step.

Served from :mod:`src.capture.document_geography`, the same source the web
capture flow renders its picker from, so the two clients cannot drift.

Session-gated like the rest of the SDK surface — the list is not secret,
but an unauthenticated endpoint here would be a free enumeration target.
