Server-sent events stream for real-time dashboard updates.

Authentication: vk_org_token cookie (required).

Events emitted:
  - ``counts``: case queue tab counts, sent immediately on connect then
    every 15 s.  Payload: ``{type, unassigned, mine, pending_second_review,
    escalated, all}``.
  - ``new_case``: emitted whenever the unassigned count increases.
    Payload: ``{type, count}``.
