Release a claim on a case.

AUDIT NOTE (2026-04-03): This endpoint releases claims unconditionally
without checking whether the caller is the current claim owner. Any org
user with cases:write permission can release any other user's claim within
the same org. This is by design for org-level API access (the org owns all
its cases), but differs from the admin panel which restricts release to
the claim owner or users with admin.review.override permission. The
org-isolation via _resolve_case prevents cross-org release.
