`POST /api/participant/sessions/{sessionId}/keep-waiting`

## Request

- Auth: HTTP bearer

Records the "Keep waiting — let someone else step in" choice. Persisted
as a volunteer-call decline so the "Start Session" CTA is not restored
on leave/re-join. No in-room reversal in MVP.
