`PUT /tools/{tool_id}`

## Request

  - `description` string, nullable: Description of what the tool does
  - `parameters` object, nullable: Tool parameters/fields configuration
  - `category` string, nullable: Category for grouping tools
  - `is_active` boolean, nullable: Whether tool is active
