`POST /oauth/register`

Body { client_name?, redirect_uris[1–10], grant_types?, response_types?, token_endpoint_auth_method?: "none" }. redirect_uris must be https, or http on 127.0.0.1 / localhost. client_name is capped at 100 characters. 20 registrations per hour per IP.
