Queue a backend-paid native transfer for the GIWA testnet faucet.

Users do not need gas: the record is inserted into ``point_transactions``
and the existing reward payer service broadcasts the direct transfer. The
(user, user_nonce) unique index prevents duplicate faucet claims.
