One entry per EPA rating: transmission and gears, drive, recommended
fuel, forced induction, stop-start, cylinder deactivation, valves,
passenger and luggage volume, hybrid battery, and the emission
standards it was certified to. A field EPA does not give is null.

      - `sales_area` integer, required: EPA's sales area code, a number. EPA's column list does not say what each number means, so no name is given.
      - `smog_score` integer, nullable: EPA's smog rating, 1 (worst) to 10 (best).

    - `engine` EngineRef: A catalog engine of the model year.
      - `id` string, required: The engine's id form, as in a vehicle id.
