Serve a monthly report hub — but never a month that has not started.

LC-DQ-11 (2026-09-23): /blog/2026/12 answered 200 and presented December
2026 as completed history ("recorded 5 WARN Act notices in December 2026,"
"third consecutive month of declining activity") because month directories
written on 2026-05-12 are retained on disk. The generator already skips
future months and the sitemap already excludes them; serving did not, so a
stale artifact stayed reachable and linkable. Strictly `>`: the CURRENT
month is a legitimate partial period and keeps returning 200.
