Create a Stripe Checkout session for a Premium Alerts subscription.

New subscribers are charged $12/mo (STRIPE_PRICE_ALERTS_12); falls back
to the legacy $5/mo price until the new price is configured. Existing
subscribers are never touched — they stay on whatever price they signed
up with.
