Deterministic identity-quality queue for the caller's relationship graph.

Reports split people, unresolved company affiliations, company aliases, and
machine/shared mailboxes represented as humans. Read-only: every issue
includes evidence and a typed suggested action for
``manage_network_identity_resolution``.
