Strong relationships that have gone quiet, ranked for reactivation.

Answers "who have I let go cold", which warm-path search cannot: strength
and silence pull an additive score in opposite directions, so a dormant
strong tie always sums to mid and never surfaces. Ranked by tie strength
(interactions, two-wayness, corroborating channels — recency deliberately
excluded) with length of silence as the tiebreak. Read-only.
