Retrieves energy tariff information for a specific site

- `utility` 'ELECTRICITY' | 'GAS'

  - `tariffName` string — Tariff name
  - `startDate` string, date — Tariff start date
  - `endDate` string, date — Tariff end date
  - `rates` TariffRate[] — Tariff rates
    - `name` string — Rate name
    - `rate` number — Price per unit in GBP
    - `startTime` string, time — Rate start time
    - `endTime` string, time — Rate end time
    - `daysOfWeek` string[] — Days of the week this rate applies
