`GET /v1/outbound/dispatch-scopes/petcenter/registrations`

## Request

Owner-only operational readback for the PetCenter outbound dispatch scope. Without `operationId`, returns the current registered manifest summary; with an `operationId`, returns that operation's durable result after an uncertain POST. This endpoint cannot change task membership.
