Download a capture's transcript as an SRT or WebVTT caption file.

409 (not 404) when the capture exists but carries no segment timeline: the row is
real and the caller owns it, the timings just are not there. Every capture created
before 2026-08-27 is in that state because the engine discarded Whisper's segments;
re-transcribing the capture fills them in, which is what the message says.

- `format` string: Caption grammar to render: 'srt' (SubRip) or 'vtt' (WebVTT).
