`POST /v1/employer/packets/publish`

Publish a Packet: freeze the CURRENT four measures + period brief + findings (with their
decisions/actions pinned) into a durable, append-only record. Tier 2 (§28): requires
CAP_EXPORT_PACKET and an explicit confirm:true. The open demo path 403s (a real Packet is never
written by an anonymous caller).
