List installed and owned plugins and their available tools.

  - `data` object[]: Plugins.
    - `slug` string: Plugin slug.
    - `name` string: Display name.
    - `description` string: What it does.
    - `installed_at` string, nullable: `null` for a plugin you own but never installed.
    - `owned` boolean: You built it.
    - `visibility` string: `private`, `unlisted` or `public`.
    - `available` boolean: Whether you can call it now.
    - `unavailable_reason` string, nullable: Why not, when `available` is `false`.
    - `tools` unknown[]: `{ name, mcp_name, path, description, produces_media }` per tool.
