`GET /pdf/{package_id}/{granule_id}`

Serve the PDF for a granule.
1. Local file on disk (govinfo and CL-with-PDF cases) — serve directly.
2. No local file but DB has a public URL (CL-text-only cases) — redirect.
3. Neither — 404.

All /pdf/* responses carry X-Robots-Tag: noindex,nofollow so PDFs are
crawled and read by AI/search bots for context but never indexed as
standalone results — prevents PDF cannibalization of the canonical
HTML case pages in SERPs.
