Webhook for Twilio SMS delivery-status callbacks.

`ErrorCode` is only sent on a failed or undelivered callback, so it has to
be optional. It is persisted because the code is the only thing that makes
a delivery failure attributable — 21610 (opted-out recipient) means SMS can
never reach that number again, where a carrier block may clear.
