# Record Second Review

`POST /intake/submissions/{id}/second-review`

## Request

- Base URL: `/api` (relative, and the document was published on a file host, not at the API’s origin)
- URL: `/api/intake/submissions/{id}/second-review`
- Auth: HTTP bearer

Closes an open second review as agreed or missed. Allowed for a senior reviewer of the form or an Admin, never for the person who approved the submission. Does not change the approval or the entity it created. Returns the new routing.

## Path parameters

- `id` integer, required

## Request body

- object
  - `outcome` 'agreed' | 'missed', required
  - `note` string: Required when the outcome is missed

## Response `200`

Success

## Other responses

- `400`: Invalid id or outcome, a missed outcome without a note, or a note over 2000 characters
- `401`: Unauthorized
- `403`: Caller is not a senior reviewer of the form or an Admin, or approved the submission
- `404`: Submission not found
- `409`: The second review is not open, or it changed
- `500`: Internal server error
