List the NAMED waterways around a point with exact distances: rivers, canals (kaalvaai), streams, odai and drains, nearest first. Pass lat/lng (from the parcel lookup) and an optional radius_m (default 2000, max 5000). Use for "which canal/river is near my land", "how far is the waterway", "any odai or drain around this plot", and to give flood/CRZ answers a named context. 1 credit. Costs 1 credit per call, waived when nothing is found.
