Chennai property tax dues/arrears, water tax dues and CMWSSB water/sewer connection details from the offline registers (instant), searched by BILL NUMBER, GCC GIS id, CMWSSB number or address words (NEVER by owner name). Add eb_number (10-15 digit TNEB consumer no) for a live electricity bill lookup too. Returns dues, arrears, annual value, connection/RWH/borewell status, flats count and the owner NAME (no phone/email). Use for "property tax pending for bill no X", "water tax on this address", "EB pending for consumer 0123456789". Costs 1 credit per call, waived when nothing is found.

  - `bill_no` string: GCC bill number EXACTLY as the user gave it, dashes included: a Bill No looks like 05-049-00880-000, a New Bill No like 05-049-000880. Never convert one into the other: they are separate series and the same digits in the other series are usually a different property.
  - `gcc_gis_id` string
  - `cmwssb_id` string: CMWSSB consumer number
  - `address` string: Address words (min 6 chars), e.g. "21 Singara Garden"
  - `eb_number` string: TNEB consumer number (10-15 digits) for a live bill check

## Other responses

- `401`: No valid credential
- `402`: Not enough credits
- `429`: Rate limit
