Find which Sub-Registrar Office (SRO) has jurisdiction over a latitude/longitude, with its registration zone, guide village, taluk, district AND the office contact card (phone, address, email) plus the escalation ladder (SRO -> District Registrar -> DIG Registration, each with contacts). Also works by SRO NAME alone (sro_name) for "phone number of Neelankarai SRO" questions. Use for "which SRO for my land", "SRO phone number", "how do I complain about my sub registrar". Free.

  - `lat` number: Latitude in decimal degrees
  - `lng` number: Longitude in decimal degrees
  - `sro_name` string: Alternative to coordinates: look the office up by name (e.g. "Neelankarai", "Royapuram").
