The user's Property Tracker: action "list" shows their tracked properties with last-check status (free); action "create" starts tracking a property for ownership + EC changes (RECURRING 6 credits per month per property; further survey numbers in the same village and office can be added to one tracker on its add page at 1 credit a month each, not from chat; it returns an approval card the user must confirm, never charge without it; needs the parcel resolved first plus a property name); action "check" runs an on-demand ownership + EC change check on an already-tracked property in the background (free, results post into the chat; at most once per hour per property). Use for "track my property", "any changes on my land", "watch this survey for changes", "my tracked properties". Listing and reading are free; a tracker is quoted per property per month as a proposal, run only once the user approves it.

  - `property_name` string: create: a short name for the property (e.g. "Velachery plot")
  - `lat` number: create: latitude (resolve the parcel first)
  - `lng` number: create: longitude
  - `tracker_id` integer: check: the tracked property id (from list). Omit if only one exists.

The envelope: ok, status, data, credits_charged, balance_after, request_id

## Other responses

- `401`: No valid credential
- `402`: Not enough credits
- `429`: Rate limit
