`POST /api/v1/tools/fetch_land_record`

Fetch the actual government land record for a parcel: rural patta copy, chitta, A-register, or urban TSLR extract. Auto-detects rural vs urban and uses the correct register. Use when the user asks for the patta / chitta / A-register / TSLR of a specific parcel. Needs revenue codes (resolve them first from names) and a survey number; chitta needs a patta number (an ownership or owner-search result provides it). Costs 1 credit per call, waived when nothing is found.

  - `record_type` 'auto' | 'patta' | 'chitta' | 'a_register' | 'tslr': auto = patta for rural parcels, TSLR for urban
  - `district_code` string, required: Revenue district code
  - `taluk_code` string, required: Revenue taluk code
  - `village_code` string, required: Revenue village / town code
  - `survey_number` string
  - `sub_division` string
  - `patta_number` string: Required for chitta; speeds up patta copy. A village patta can be fetched by patta number alone, with no survey_number.
  - `ward_code` string: Urban ward number (TSLR only). Supply it when the parcel is town-surveyed and the ward is known from a deed, a TSLR extract or the user. Passing ward + block also tells this tool the parcel IS urban.
  - `block_code` string: Urban block number (TSLR only), e.g. 0045. Use together with ward_code.

The envelope: ok, status, data, credits_charged, balance_after, request_id

## Other responses

- `401`: No valid credential
- `402`: Not enough credits
- `429`: Rate limit
