Check EC (Encumbrance Certificate) DATA AVAILABILITY for a registration village BEFORE pulling a paid EC: which date ranges exist and which SRO held the village in each range (villages move between SROs over the years). Use before paying for an EC when the user wants old records ("EC from 1985"), or for "is EC available for my village", "which SRO had my village in 1992". Free.

- `401`: No valid credential
- `402`: Not enough credits
