Property tax (GCC), water tax (CMWSSB) and EB electricity connections (TANGEDCO) for a building at a latitude/longitude. CHENNAI CORPORATION AREA ONLY, other cities and rural land have no coverage. These are live government-portal fetches, so this tool returns an approval card the user must confirm; it never fetches directly. Use when the user asks about property tax dues, water tax dues, or electricity connections on a Chennai building. Never present the proposal as fetched data. Returns a proposal, nothing is charged yet; it runs only once the user approves it, and the approved run costs 2 credits per check (property tax, water tax, EB), up to 6.

  - `lng` number, required: Longitude in decimal degrees
  - `checks` string[]: Which checks to propose. Omit for all three.
