`GET /training/summary`

## Request

- `date_from` string, date-time, nullable
- `date_to` string, date-time, nullable

  - `total` integer, required: Samples captured in the requested range
  - `by_actor` object, required: Sample counts keyed by actor ('operator' | 'agent')
  - `disagreements` integer, required: Samples where the AI and the human disagreed
  - `agreements` integer, required: Samples where the AI and the human agreed
  - `not_comparable` integer, required: Samples whose AI carried no recommendation (raw motion, failsafe, pre-v2 payloads)
  - `disagreement_rate` number, nullable: disagreements / (disagreements + agreements), percent; null with no comparable samples
  - `capture_failures` integer, required: Samples whose clip copy did not succeed (repairable)
  - `by_incident_type` TrainingCountModel[], required: Sample counts per AI incident type, largest first
    - `incident_type` string, nullable: AI incident type this bucket counts (by_incident_type rows)
    - `prompt_version` string, nullable: Prompt version this bucket counts (by_prompt_version rows)
    - `count` integer, required: Samples in this bucket
  - `by_prompt_version` TrainingCountModel[], required: Sample counts per prompt version, largest first
    - `incident_type` string, nullable: AI incident type this bucket counts (by_incident_type rows)
    - `prompt_version` string, nullable: Prompt version this bucket counts (by_prompt_version rows)
