`POST /events/{event_id}/email-owner`

## Request

E-mail the site's property contact about this event. The destination is
resolved from the named contact's row — no address is ever accepted from
the client. 503 until OWNER_EMAIL_ENABLED is set.

## Request body

- EmailOwnerRequest: E-mail the site's property contact about an event. NO ADDRESS IS ACCEPTED FROM THE CLIENT, the same rule the call and text actions follow for numbers: the destination is resolved from the named contact's row, so a caller can never mail an arbitrary address through us.
  - `contact_id` string, required: Site contact to e-mail; must belong to the event's site
  - `subject` string, nullable: Subject line. Omitted or blank falls back to a server-composed default naming the incident, site and camera.
  - `message` string, required: Message body, sent verbatim above a fixed footer. AI-drafted client-side; the operator owns the final text. Whitespace only is rejected.
  - `attach_snapshot` boolean: Attach the event's alert-frame JPEG to the e-mail. 409 SNAPSHOT_UNAVAILABLE when this event has no snapshot - nothing is written and nothing is sent in that case. Absent or false behaves exactly as before.
  - `snapshot_offset_ms` integer, nullable: WHICH moment of the clip to attach, as cut by `POST /events/{id}/snapshot-frame`. Only meaningful with `attach_snapshot` (422 otherwise). Absent, the alert-frame poster is attached.
  - `include_clip_link` boolean: Append a login-free, expiring link to this event's clip, above the footer. The URL is added by the SERVER. 503 when clip links are not configured on this deployment, 409 when the event has no clip.
