`GET /dispatch-calls/{call_id}/transcript`

## Request

The call's transcript, summary and AI suggestion. Ops leads (owner, monitoring
manager) only.

  - `id` string, required: Call row id.
  - `transcript` TranscriptSegment[], nullable: null until transcribed.
    - `role` string, required: verdun | other | caller
    - `start_ms` integer, required: Segment start offset in milliseconds.
    - `end_ms` integer, required: Segment end offset in milliseconds.
    - `text` string, required: Transcribed speech.
  - `summary` string, nullable: Internal call summary; null until analyzed.
  - `ai_outcome` string, nullable: AI-suggested police outcome, if any.
  - `ai_reference` string, nullable: AI-suggested reference number, if any.
