`POST /customer-app/events/{event_id}/requests`

- CreateActivityRequest
  - `request_id` string, uuid, required: Client-generated idempotency UUID
  - `contact_id` string, uuid, required: Site contact whose enrolled customer app should receive this notification
  - `message` string: Optional message visible to this customer

Successful Response

- ActivityRequestResponse: Staff responses retain attribution for the requesting operator.

  - `message` string, required: Customer-visible context supplied by the operator
  - `created_at` string, date-time, required: When the notification was created
  - `push_status` string, required: Provider acceptance, never proof of delivery
  - `push_accepted` integer, required: Devices whose provider accepted the notification
  - `push_attempted_at` string, date-time, nullable, required: When the last provider attempt began. A 'sending' status older than ten minutes may be retried; younger ones are still uncertain
  - `requester_name` string, required: Requesting operator name at the time of request
