`GET /billing/history`

  - `entries` BillingHistoryEntry[], required: Changes, newest first.
    - `id` string, uuid, required: History row id.
    - `changed_at` string, date-time, required: When the change was saved.
    - `changed_by_name` string, nullable: Who saved it, as named at the time; null if unknown.
    - `parent_id` string, uuid, required: The client the node sat under when changed.
    - `parent_name` string, nullable: That client's name at the time.
    - `level` 'parent' | 'account' | 'site' | 'camera', required: Which level was changed.
    - `target_id` string, uuid, required: The changed client, account, site or camera.
    - `target_name` string, nullable: Its name at the time.
    - `field` 'rate' | 'billable' | 'contracted_arr', required: Which value changed.
    - `old_rate_cents` integer, nullable: Previous per-camera rate in cents (null = inherited / not set). Only for field 'rate'.
    - `new_rate_cents` integer, nullable: New per-camera rate in cents (null = cleared, inherits). Only for field 'rate'.
    - `old_billable` boolean, nullable: Previous billable flag. Only for field 'billable'.
    - `new_billable` boolean, nullable: New billable flag. Only for field 'billable'.
    - `old_contracted_arr_cents` integer, nullable: Previous contracted ARR in cents (null = not recorded). Only for field 'contracted_arr', always level 'parent'.
    - `new_contracted_arr_cents` integer, nullable: New contracted ARR in cents (null = cleared). Only for field 'contracted_arr'.
  - `total` integer, required: All changes recorded.
